Second. 2. Notwithstanding the provisions of any other decree, the functions of the president under the federal law on advisory committees applicable to the committees listed in article 1 of this decree are exercised by the head of the department or agency designated after each committee. , in accordance with regulations, guidelines and procedures established by the General Service Administrator.
