L’toray Hill, 35, of the 200 block of High Street in Sharon Hill, presented the negotiated plea to Common Pleadings Court Judge Anthony Scanlon. Deputy District Attorney Chris Boggs, head of the Special Victims Unit, said Hill would serve three to 12 months in prison with four years of sex offender probation under the deal he made with lawyer for defending Derek Steenson.
Two additional counts of institutional sexual assault and indecent assault against a person under the age of 16, criminal use of a means of communication, bribery of minors and unlawful contact with a minor have been withdrawn.
“I have been directed since I was young,” said the now adult victim in an affidavit of the probable cause of Hill’s arrest. “He manipulated me, twisted my mind and prepared me for when he made his move.”
Darby Ward Police Officer Ostap Royik met the alleged victim in November, according to the affidavit. The teenager said she had sex with Hill, whom she identified as a security guard at Penn Wood High School, from the age of 16.
The victim later told the sergeant. Robin Clark and Detective Mark Bucci of the Delaware County Child Abuse and Exploitation Task Force whom she knew Hill since she was about 8 and in third grade at Walnut Hill Elementary School, where Hill was primarily assigned. The victim told detectives that Hill called her at the time “his wife and daughter” and that these comments became more frequent and salacious as she matured. When the victim was 14 and in college, Hill gave her an unsolicited kiss on the mouth and then said, “If you really love me, you would,” when she pushed her lead back. , according to the affidavit.
After the victim turned 16 in June 2017, Hill became more daring in his advances. She volunteered at a Sharon Hill daycare where he worked as a teacher and camp counselor during the summer.
In late June or July of the same year, she and Hill accompanied the daycare students on a bus trip to the Jersey Shore, according to the affidavit. On the way home, he allegedly told the teenager to open her legs. When she refused, Hill put her hand on her thigh and opened them himself, then stroked it under her shorts, the affidavit states.
Sir. Hill told the victim, ‘I have always had feelings for you since you were a young child,’ according to the affidavit. In July 2017, Hill took the girl to a secluded room in the daycare and had sex with her, the affidavit states. The sexual relationship continued for over a year in various locations, according to the affidavit, including several times at Penn Wood Elementary School, Hill’s home and the residence of one of Hill’s parents. . During this time, the two also exchanged sexually suggestive images of themselves, according to the affidavit.
The teenager described the relationship as a “dating situation” in the affidavit, but told detectives she broke up in November 2018 when Hill became overly controlling and jealous. She said Hill continued to contact her for sex after the ‘breakup’ but stopped seeing him in 2019 when she realized he was only interested in sex , indicates the affidavit.
The sentence was set for February 7. As part of the negotiated plea, Hill will have to register as a sex offender for 15 years and stay away from the victim. Hill posted $ 7,500 bail following his preliminary arraignment in January, court records online show.
